Phoenix supported Veresen on a 19.7 MW Combined Heat & Power Plant in London, Ontario in its response to an RFP from Ontartio Power Authority (OPA). Phoenix evaluated technology options and assisted with the preparation of a preliminary facility design, including conceptual plant layout and piping arrangement drawings with site boundaries, as well as a refined cost estimate.

The evaluation included small gas turbines and 9 MW class reciprocating engines in a CHP application to best meet the Dist Energy system's growth projects as well as meeting the requirements of the OPA's CHPSOP 2.0 program.

In addition, Phoenix developed the Useful Heat Output of the proposed facility and a detailed proposal for the EPC construction costs of the expansion of the existing cogeneration facility.
